I have hundreds of copyrighted videos recorded on VHS. It's not illegal to reproduce for your own use! I'll take a look. That's not how a proxy works. Your still using your ISP.

An ISP wouldn't have to know what's on your HDD to know what you've downloaded and my point is streaming is still downloading.

It's still downloading to a temporary file and depending on the file type, host, player and your preferences, could stay on your system until those temp files are cleaned.
