Based on a comic strip, this British gangster movie is a prequel to Jack Says. It's a tale of a policeman going undercover in the London underworld and becoming involved with three women.
I've always taken it to mean he rated the film as 10%, or 1/10. I think Mike just has an unusual way of expressing himself.
Can I just say though Mike, If you're gonna watch a movie with Danny 'Ray Winstone minus the talent and likeability' Dyer in it you deserve everything you get my friend lol.
Consideration to the following factors must be underwritten into the % of all films, the idea being that the % rate is divided by the amount of actors in the film, for example if we have ten actors in a film then the % base rate will be set at 10%,as 10% is the % of 100 when you divide it by ten.
After the base rate has been calculated the interesting part is the manner in which the % rate is then sub divided by the formula of 22/7 which as we all know is P.R.S. (Pye “R” Square). This sub calculation can only be applied once the film edit review button has received its rate which can range from the following rates; A class film / B class film / C class film or the dreaded E class film, there is as all film buffs know the last rate which is a NO rate film,. Please remember that with a No rate film the calculations cannot be made as the formula is not complete!
The use of a calculator with new batteries installed is vital at the next stage as it requires the % base rate to be calculated as per above then it needs to be sub divided with the everflorecent numbers in the forbeings forever being divided by all interested parties, which under my % rate would be the film production team which is normally a team of five. Remember that five is half of ten as per above, however if the number was not ten then it would have to be half of that number which was not ten.
Once this has happened the division of the base number by five or as I like to think of it as being 50% is then aplyed,the outcome of the aforementioned being my % rate of this film on a pro rato conclusion as presented by Sir Bob Thoughtalotaboutthis!..lol

The idea of the % rate is based upon the following;
Item (A)
First of all I take the overview as to the budget of the film; it may be BLOCKBUSTER HOLLYWOOD FILM, INDEPENDENT FILM, A Film, B Film, or even a C Film. Once I have established the type of film I then divide the film into the entertainment factor which for me can be a rate of up to 50%.
Item (B)
Once the entertainment factor has been established I then add the production values which cover both post and pre production values, which for me can be a rate of up to 25%
Item (C)
The final stage is to determine the actor’s abilities and contributions to the film which once again will have a rate of up to 25%
Once all factors have been considered I then end up with my rate of the film. For example;
Item (A) = 20
Item (B) = 10
Item (C) = 15
TOTAL RATE would be = 45%
